Is the author possibly Joan D. Vinge? She has a series of books based upon a world and character that sound like what you are describing.

I'd also suggest David Gerrold's War of the Chtorr. He really is going to finish the series! ;) I can't remember if anyone mentioned Harry Turtledove. I haven't read him, but I've heard good things about him and think that his books fall under this classification.
