1980s Politics/Current Affairs book

I read a review of some book in the NY Times in the early 80s, I believe.

All I remember is its theme: that it is inevitable that our politicians are at least a little bit corrupt. It is the nature of politics that it is going to attract a certain kind of person.

I've been looking for that book for 25 years--ever since.

Anyone have any suggestions?

There was a "leadership" book about running things the way Attila the Hun would have. Would that be it?
