I absolutely love Astro City by Kurt Busiek. It's superhero comics at it's best. The stories could be told in a variety of perspectives - from the average Astro City citizen to small time crooks, to even aliens bent on conquering Earth! It's super heroics as seen from the eyes of those not necessarily at the centre of things.
It follows closely Busiek's formula in Marvels (which is also truly excellent, and highly recommended as well).
