Man takes teens from streets to punish

A man who may have been a minister or wannabe preacher makes it his personal quest to rid the streets of trash, mostly teens, and goes around "kidnapping" them and then torturing them for their "sins." He does some very graphic things during these tortures and there is even a point in which he serves one of them a plate of eggs, ciggarette ashes, roaches, and semen. I think he also had a sexual relationship with one boy in particular while all of this kidnapping and torture was going on. That is really all I can remember. If you've read this book and know what it was, please let me know. This is driving me crazy! lol Thanks!
