UNSOLVED..Can anyone help with a book title? British/Hunt for peadophile/gruesome.

Im new to this forum and was wondering if anyone could help me with the title of a book I read a year or two ago. Its a british based novel about a peadophile being hunted by a certain police officer. He breaks into a house and keeps parents and child captive...The mother is chained to a radiator and can see through a hole int he floor the horror that unfolds...This has happened to a family earlier but the father will not co operate with the police, I cant remember if the 'kidnapper' is actually a peaodophile or not as it gets a little confusing at times and I cant remembver the outcome. The main copper thinks the kidnap of a local boy is by an ex child abuser that attacked him or a friend of his when they were younger, he is still on the scene and lives across some railway lines. The police helicopter nearly spots a young boy that has been tied up in a tree but because he's tied hands to feet to make a circle he thinks its a tyre or similar in the tree. I would appreciate any help anyone could give me or even ANY suggestions where I may be able to get further info on this book as my husband wishes to read it and can I remember the title or the author??
