The people who voted for the other two books should choose one of the two tied books instead. Problem is that there's an even number of them too, but you could still get a winner. Or just bung up a second poll for a few days and see which one's the winner by Monday or Tuesday.

Seriously though, Barker is a better writer than Stephen King. Other pros are that The Hellbound Heart is only a short novella and has the potential to be read by more here and discussed and it's more intriguing than Carrie or The Shining.
 
I only made a joke, really - I've read The Shining ages ago, and I didn't even like it all that much. I think that Litany's solution would work the best.
