Another person who can't remember the title or author of a book

I can't remember the title or author of this book, series actually.... All I remember is that the main character starts out as a male and is for some reason changed into a female and there is a ruling class of something like mages but they use technology to modify their surroundings instead of magic. Any help would be appreciated.

Sounds like The Ring of Five Dragons by Eric Van Lustbader, first in the Pearl Sage. Hope that helps
