Book with a bomb?

Hey there.

This has been bugging me for years (or so it seems).

I remember reading a book about a girl who's brother is killed by a bomb. He's a really kind boy so when a stranger asks him to hold a package he says 'okay', and it turns out to be a bomb. The girl is completely upset, obviously, and wants revenge for her brother's death.

And...that's all I remember. It was a really excellent book. Might have been set in London, because I remember it was in a subway station, so 'tube' sounds familiar.
