disease kills everyone over 12

Hi. I'm wondering about the title of this young adult book. Does this description ring a bell for anyone? A disease kills everyone over the age of twelve (in the whole world I think). So the kids are left to fend for themselves. The story forcuses on one specific community of kids who crudely rebuild society.

I remember some details like when one kid broke his leg they used alcohol to anestethize him. I think the leader of the community was a girl.

"The Girl Who Owned a City" by O.T. Nelson, maybe? Lots of books with this theme, but I vaguely remember the broken leg incident in this one (I think!).
