dog headed humans and faults of excess

Strange I know but read this book about 10 years ago It was a first time female author I think. The book was really about excess and self destruction. There were these dog headed humans thay were sort of a cult of their own and the darlings of the rest of the race. They were decked in finery and lavished with fame but they crashed and burned in an orgy of excess. There may have been a single tragic hero.

I lent the book out and never saw it again.
