Looking for author and title of a S.F. short-story

A guy would dream something and it would change the world and it would be like the change never happened, people would not know the change. He dreamt rain, and then it happened for real, it was raining all the time and it was as if it always did rain before; then at the end he dreamt he was the only human, and everybody went away but himself. The short-story is quite old, I think.

Oh yeah . . . He started going to a psychologist, the psychologist started using him, hypnotizing him so that he would dream certain things to change things the way he wanted them to be.
