Need title - Similar to Thai Horse by William Diehl & The Vets by Stephen Leather

Hi all, I a have been searching for a book that is quite similar to the two mentioned in the title. It is set in post war southeast asia, and the two main bad guys are former khmer rouge who are brother & sister.

Any ideas???

i dont think it is written by eric lustbader....

but i could be wrong....it is driving me crazy trying to find the title of this book. I probably read it about fifteen years ago, and would like to read it again.
