publishing straight to paperback

Wouldn't (or isn't) it easier to get published if the publisher went straight to paperback? Wouldn't it be cheaper and couldn't they publish people that, say, they wouldn't normally publish...they just wouldn't make as much off of? It seems to me that the market for paperbook books is still huge, even if you fotget about the hard cover sales.
 
Many small (and some not so small) publishers do indeed go to straight to paperback (Transita and Mira for instance do no hardback publishing). However, it will mean that libraries are less likely to subscribe, and that the books will often be seen as transitory. In the end it all comes down to the marketing and promotion of the book.
