I think it is by Gene Roddenberry, written around '80 through '90.
The Enterprise went near a planet that was at war, half the planet fighting the other half. They would just through themselves into battle, not caring if they died; but they did not really die, a huge computer inside the planet would copy the information of the person right before they died. The computer would reconstruct the dead persons, it was similar to the beaming technology of the The Enterprise.
