Why is it sometimes cheaper to buy books from a different country?

Amazon has different pricing options for different countries. It is also dependent on the exchange rate Amazon uses to convert the prices.
 
I was going about ordering the Hitler's Second Book (Zweites Buch) and its incredibly cheaper on amazon com than amazon uk.
 
I think it's out of print the prices you see reflect the secondary market.

Was authorship of that book ever conclusively established?
