There's a neat little plugin at vbulletin.org which prevents users with < 15 posts from posting urls. Of course, it can be customized in the XML file to set it to whatever limit you want.

Thanks a lot. I was wondering about its significance. Apparently Jerome intended the novel to be a serious and weighty book, but it got filled with lots of amusing anecdotes. This passage just seemed a bit out of place in the light-hearted tone of the book and I was wondering about it.
