A chap on another forum I visit has that as his avatar. Usually, whenever he's posted, rather than participate in the thread I just sit and stare at his avatar for about 10 minutes.

It is so cool. The people at the forum where I found it said it was hand-drawn and scanned. I wanna be able to do that!!
