Wearing tights in winter - can somebody explain me this?

I need an advice from people living in cold countries.

I am coming from a very hot country to a very cold one. I needed to buy stuff for the coming winter, so I watched closely people in the streets for realizing what to buy.

May be somebody here from cold countries can explain to me how do women here dress in pantihose (tights) with tiny skirts when outside is below 0 degrees Celsius (32 F) and it snows?!!!! I find it a nice way to dress up, but the moment I look at it, I am getting a shiver and I wonder how do they not get an hypothermia. Do the tights really protect the body from getting cold?

And then, there's long underwear too! I recommend L. L. Bean duofold under fleecy sweatpants or lined jeans. I don't think miniskits look sexy in the cold. They just look silly and define the wearer in a way she may not intend.
 
I have absolutely no problem with women wearing tights/hose in the winter. None whatsoever.

Jeans+under wool tights under jeans (+sweater + three other layers below a sweater + coat) is the only way I dared to get out so far. Yet I look on those brave girls and women in the subway and on the streets, with a bit of an envy. And with a shiver (that's FREEEEEZING outside!). May be local women have developed a bit more stability to this cold....

The worst part is that I am going to Chicago this winter (in February)... I heard it is even colder there than here in middle Europe... I am glad that I can start learning about cold little by little, and that I have acquired some warm closes till now...

Anyways, thanks for your advices. Now I feel that I am not a freak if I am not daring to walk out in tights and a skirt outside (like some locals do)!
 
I don't know if my climate really counts as cold, but I wear skirts and tights in the winter. A nice pair of knee-high or thigh-high boots go nicely to keep the calves and/or knees warm in addition to the tights. The other bonus that tights have is that they don't run as easily as stockings, so you can usually wear the same pair (with washings in between wearings, of course) for the whole season.
 
I'm hoping to get thicker coloured tights (black, purple, green) this winter - They seem to be comming back into fashion :rolleyes:
 
I always have trouble picturing stuff in my mind, so ladies I am respectfully requesting pics. LOL
 
I wear skirts (though never mini skirts) in temperatures below zero myself, and it's only cold for a while. My toes and fingers are the only body parts that suffer when I'm out, really.
 
Haha well I'd never wear mini skirts in winter but I do wear slightly longer ones with either normal tights or a thicker variety depending on the temperature.

My legs don't really get cold at all with the thicker tights and I usually wear knee high socks & boots too, as someone else mentioned as long as my feet stay warm it works. And my hubby is usually willing to offer a warm place to sit if I really need it ;)
