No, of course not. He is running because there is a fire, and he wants to expedite the safe exit of the wheelchair user from the flaming building. In such situations haste can be the difference between life and death, or burned rubber.

Re the sign: I think it is saying that it is wheelchair accessible - does it say it's a sign for an emergency shelter, maybe it's for public toilets! momac
